Can I use P1/P2=(T1/T2) y/y-1 to find the temperature of a pressured liquid refrigerant, for example propane?

It is not clear what your formula stands for. If it is a version of the adiabatic change of an ideal gas the answer is no, because the liquid forms as a consequence of the fact that you are no longer in an ideal state
